BASIC SURVEILLANCE TRAINING

DESCRIPTION
This course involves an eight hour instructor lead careful examination of covert physical surveillance methodology, and 16 hours of field surveillance exercises. Emphases are on development of mobile and foot surveillance tradecraft, photographic tradecraft, vehicular vulnerabilities, foot vulnerabilities, tricks of the trade, surveillance focal points, discretion, surveillance reporting, terminology, surveillance types and responsibilities, critical situation decision making and judgments, ethical issues and personal behavior with others and Law Enforcement professionals, radio communications, importance of area knowledge, counter-surveillance detection, disguises, pre-planning, and client briefings. The 16 hours of exercises will have up to 24 students with one instructor to four student ratio, or less, depending on class size. The instructor will offer and the student gain keen insight, constructive criticism, instant and strong critique and advice from the trained and experienced instructor. The instructor will offer an objective view of the student’s performance during the exercise and present a pass/fail grade at the conclusion of the exercise. This course is designed to be implemented into Criminal Justice College curriculums as a Continuing Education Unit, also corporate employees with overseas travels, Law Enforcement professionals, and for the private sectors within the private investigations profession.
ORGANIZATION
This is an instructor lead training and 16 hour field exercise in which topics are presented by an instructor, a Power Point Presentation, operational videos and pictorial examples and hands on experience through mobile and foot surveillance exercises. Open dialogue and student interaction during the course will be strongly encouraged and personally presented by the field instructors. There will be a comprehensive interactive instructor lead final examination. The field exercises will be an objective pass/fail by the field instructor. This course is a prerequisite for the Level III surveillance course which consists of five days of field exercises. Students must pass the final exam and all field exercises to proceed to the next level, Level III. After completing Level II, the student’s level of expertise will be at the intermediate level and trained well enough to be an effective contributor, and beneficial to the operation while performing surveillance and will not jeopardize surveillance operations. The Level II course assumes no previous surveillance experience nor training, therefore the initial eight hours will emphasize on how to set up, use equipment, vulnerabilities, how not to be detected while performing surveillance, and surveillance reporting. The next 16 hours will sharpen their knowledge and road skills through the exercises.
COURSE OBJECTIVES
- To introduce the students to surveillance objectives, planning, coordinating, and directing a covert surveillance. The field surveillance exercises are designed to give the student a hands-on approach and experience in surveilling a subject while putting to use the classroom training. The student will experience the adrenaline, chaos, difficulties, the feeling of being exposed, judgments and critical decision opportunities while multi-tasking in split second situations presented to the surveillant.
- To introduce the students to vehicle and foot surveillance vulnerabilities in performing covert surveillances and how to select the proper methodology for the surveillance situation(s).
- To educate students of the importance in preparedness, attentiveness, area knowledge, discretion levels, safety issues, vehicle and foot surveillance situations and to educate through hands on experiences.
- To provide students with opportunities to develop intermediate surveillance skills in hopes of sharpening surveillance methodology through further structured professional training or on the job training.

- Surveillance cover stories, surveillance detection by subject, neighborhood and others
- Unwanted interactions with client or the public, how to avoid unwanted interaction
- Vehicular surveillance demeanors, vehicular surveillance vulnerabilities
- Foot surveillance demeanors, foot surveillance vulnerabilities
- The importance of area knowledge and tools to educate oneself
- Disguises for vehicle and oneself
- Photographic strategies and opportunities
COURSE TOPICS, 16 HOUR EXERCISE COURSE
- Students will perform multiple foot surveillance exercises in an eight hour period. The exercises will be in a progressive manner starting with a simple task and short exercise then progressing to the two hour exercise which is designed to present valuable learning experiences.
- Students will perform multiple vehicular surveillance exercises in an eight hour period. The exercises will be in a progressive manner starting with a simple task and short exercise then progressing to the two hour exercise which is designed to present valuable learning experiences.
TEXT AND REQUIRED SUPPLIES
- Students should bring writing instruments and paper. All other course materials will be supplied by the academy.
- Valid driver’s license
GRADING PLAN AND PRACTICES
- There will be an instructor lead comprehensive written final examination at the end of the first day’s lesson. The exam will consist of fill in the blank terminology, true and false questions and surveillance situational questions, all of which are discussed in class. Field exercises will be graded by the student’s assigned field instructor.
- A student will fail the class immediately if at any time during any exercise that the student is deemed a danger or dangerous to the public while performing in surveillance duties.
GENERAL: CERTIFICATES OF COMPLETION WILL BE PRESENTED TO THE PASSING STUDENTS
CLASSROOM RULES OF CONDUCT
- Cell phones will be off or on vibrate. No texting or calling while in the classroom.
- Dress is business casual
- Attendance for the entire 24 hour class is mandatory
- Students are expected to be active learners, which includes verbally participating through discussions and group-discussions

For the continued success and growth of the class, student ideas, their comments, suggestions, and strong critiques are encouraged and openly welcomed. The above will be met with the utmost discretion and will be no part of the student’s grade.
SUGGESTIONS FOR SUCCESS
For the most part, graduating students will be able to perform at the intermediate level in covert physical surveillance without jeopardizing the case, fellow teammates and be a productive and efficient surveillance specialist. However, there should be strong consideration from these students to enroll in Level III surveillance training. Level III consists of a four hour review of surveillance methodology and terminology and 36 hours of field exercise based training through real life situations.
TENTATIVE SCHEDULE
The eight hour class is a set and structured lesson plan which will have very little deviation to it. The two 8-hour field exercises are designed to be flexible and has little time restrain to them. The importance is to guarantee each student is exposed to critical surveillance lessons, therefore an exercise may run over the stated time frame
