DESCRIPTION
This course involves a four hours instructor lead careful re-examination of covert physical surveillance methodology, and 36 hours of field surveillance exercises. Emphases are on honing skills involving the central workings of mobile and foot surveillance tradecraft, advanced photographic tradecraft, advanced vehicular and foot vulnerabilities and methodologies, tricks of the trade, surveillance focal points, discretion, and pre-planning of surveillance operations. The 36 hours of field exercises will have up to 24 students with one instructor to four student ratio, or less, depending on class size. The instructor will offer the student keen insight, constructive criticism, instant feedback and strong critique and advice from the trained and experienced instructor. The instructor will offer an objective view of the student’s performance during the exercise. This course is designed to be implemented into Criminal Justice College curriculums as a Continuing Education Unit, Law Enforcement professionals, and for the private sectors within the private investigations profession.
ORGANIZATION
This is a four hours instructor lead training and 36 hours of complex surveillance field exercise. During the 36 hours of exercises there will be an open dialogue and student interaction which will be strongly encouraged and personally presented by the field instructors as the exercises unfold. The field exercises will be an objective pass/fail score by the field instructor. Students must pass all field exercises to pass the course. After completing Level III, the student’s level of expertise will be at the advanced level and trained well enough to be extremely effective and efficient while performing a covert physical surveillance. The Level III course assumes previous surveillance experience has been obtained through some form of structured training, therefore the initial four hours will place emphases on how surveillance operates, sets up, moves with you, specialized equipment, safety and surveillance vulnerabilities. The next 36 hours will sharpen their surveillance skills through intense field exercises.
Documentation of previous training received must accompany the student’s application.
COURSE OBJECTIVES
- To re-introduce the students on how surveillance operatives plan, coordinate, and direct a covert surveillance. The field surveillance exercises are designed to give the student a hands-on approach and experience in surveilling a subject while putting to use previous learned basic and intermediate surveillance techniques. The student will experience the adrenaline, chaos, difficulties, the feeling of being exposed, judgments and critical decision opportunities while multi-tasking in split second situations presented to the surveillant.
- To introduce the students to advanced vehicle and foot surveillance techniques while performing covert surveillances and how to select the proper methodology for the surveillance situation(s).
- To educate students of the importance in preparedness, attentiveness, area knowledge, discretion levels, safety issues, vehicle and foot surveillance situations and to educate through hands on experiences.
- To provide students with opportunities to develop advanced surveillance skills through abundant assortment of surveillance exercises.
COURSE TOPICS, ILT 4 HOUR COURSE
- Definitions of:Surveillance, discretion, discrete, and surveillance detection
- Surveillance terminology
- Surveillance types and examples
- Pre-planning and the initial surveillance phase
- Team concept, individual concept
- Initial movements of a surveillant or surveillance team
- Vehicular surveillance demeanors, vehicular surveillance vulnerabilities
- Foot surveillance demeanors, foot surveillance vulnerabilities
COURSE TOPICS, 36 HOUR EXERCISE COURSE
- Students will perform multiple foot surveillance exercises in a 12 hour period. The exercises will be in a progressive manner starting at an intermediate level of difficulty then progressing to a more complex and diverse surveillance exercise.
- Students will perform multiple vehicular surveillance exercises in a 24 hour period, three day period. The exercises will begin at the intermediate level and quickly progress to the advanced level.
TEXT AND REQUIRED SUPPLIES
- Students should bring writing instruments and paper. All other course materials will be supplied by the academy.
- Valid driver’s license
GRADING PLAN AND PRACTICES
- There is not a written exam for this course but each field exercises will be graded by the student’s assigned field instructor. The student must pass all exercises in order to pass the course
- A student will fail the class immediately if at any time during any exercise that the student is deemed a danger or dangerous to the public while performing in surveillance duties
GENERAL: CERTIFICATES OF COMPLETION WILL BE PRESENTED TO THE PASSING STUDENTS
CLASSROOM RULES OF CONDUCT
- Cell phones will be off or on vibrate. No texting or calling while in the classroom.
- Dress is business casual
- Attendance for the entire 24 hour class is mandatory
- Students are expected to be active learners, which includes verbally participating through discussions and group-discussions
