24 HOUR SURVEILLANCE DETECTION (SD) AND KIDNAP AWARENESS TRAINING

DESCRIPTION

This course involves an eight hours instructor lead careful examination of covert physical surveillance methodology, and 12 hours of field surveillance exercises. Emphases are on the inner workings of mobile and foot surveillance tradecraft, photographic tradecraft, vehicular and foot vulnerabilities and methodologies, tricks of the trade, surveillance focal points, discretion, surveillance terminology, surveillance types and responsibilities, importance of area knowledge, surveillance detection, and pre-planning your excursions. The 12 hours of field exercises will have up to 24 students with one instructor to four student ratio, or less, depending on class size. The instructor will offer the student keen insight, constructive criticism, instant and strong critique and advice from the trained and experienced instructor. The instructor will offer an objective view of the student’s performance during the exercise. This course is designed to be implemented into Criminal Justice College curriculums as a Continuing Education Unit, Corporate employees with overseas travels, Law Enforcement professionals, and for the private sectors within the private investigations profession.

ORGANIZATION

This is an eight hours instructor lead training and 12 hours field exercise in which topics are presented by an instructor, a Power Point Presentation, operational videos and pictorial examples with hands on experience through mobile and foot surveillance field exercises. Open dialogue and student interaction during the course will be strongly encouraged and personally presented by the field instructors. There will be a comprehensive interactive instructor lead written final examination. The field exercises will be an objective pass/fail by the field instructor. Students must pass the final exam and all field exercises to pass the course. After completing Level IV, the student’s level of expertise will be at the intermediate level and trained well enough to effectively identify surveillance and how to conduct themselves while under surveillance. The Level IV course assumes no previous surveillance experience, nor training, therefore the initial eight hours will place emphases on how surveillance operates, sets up, moves with you, their use of specialized equipment, safety and vulnerabilities during daily excursions. The next 12 hours will sharpen their SD knowledge and road skills through intense hands-on field exercises.

COURSE OBJECTIVES

To introduce the students on how surveillance operatives plan, coordinate, and direct a covert surveillance. The field surveillance exercises are designed to give the student a hands-on approach and experience in surveilling a subject while putting to use the classroom training. The student will experience the adrenaline, chaos, difficulties, the feeling of being exposed, judgments and critical decision opportunities while multi-tasking in split second situations presented to the Surveillant.
To introduce the students to vehicle and foot surveillance vulnerabilities in performing covert surveillances and how to select the proper methodology for the surveillance situation(s). Then reverse engineering the surveillance knowledge into how it will be used against the student.
To educate students of the importance in preparedness, attentiveness, area knowledge, discretion levels, safety issues, vehicle and foot surveillance situations and to educate through hands on experiences.
To provide students with opportunities to develop surveillance detection skills through surveillance operations, knowledge of and exposure to techniques used. The objective is to sharpen awareness and safety through hands-on professional training.
Surveillance detection – How to plan your daily excursions, how to perform your surveillance detection route, plan a safe route with safety escape routes.
If kidnapped, the student will be educated on how to gather information of their whereabouts through their senses and other avenues and opportunities.
After knowledge of surveillance is gained and the methodology is understood, students will be able to reverse engineer what they’ve learned and use it to identify surveillance, commonly known as performing a surveillance detection run.
To educate the students in the identification of surveillance detection types and styles. This consists of efforts made by the target to identify the presence of surveillance. Students will understand how surveillance detection is conducted by one of three methods, or any combination of the three. The three methods are Passive, Active, and Technical surveillance detection.

– Passive Detection involves the target doing nothing more than observing his/her surroundings. The target will simply watch for suspicious activity by the surrounding vehicles and/or pedestrians.
– Active Surveillance detection involves the target making specific, usually pre-planned maneuvers to elicit conspicuous reaction from a surveillance effort. The target attempts to force members of the surveillance team to react in a manner that allows him/her to isolate and identify surveillance.
– Technical Surveillance detection involves the use of electronic equipment, i.e. frequency scanners, spectrum analyzers, etc.

COURSE TOPICS, 12 HOUR EXERCISE COURSE

Students will perform multiple foot surveillance exercises in a four hours period. The exercises will be in a progressive manner starting with a simple task and short exercise then progressing to the two hours exercise which is designed to present valuable learning experiences.
Students will perform multiple vehicular surveillance exercises in a four hours period. The exercises will be in a progressive manner starting with a simple task and short exercise then progressing to the two hours exercise which is designed to present valuable learning experiences.
Students will create a surveillance detection route then have to perform against an experience surveillance team. This is the final four hours of exercises.

TEXT AND REQUIRED SUPPLIES

Students should bring writing instruments and paper. All other course materials will be supplied by the academy.
Valid driver’s license

GRADING PLAN AND PRACTICES

There will be an instructor lead comprehensive written final examination the end of the first day’s lesson. The exam will consist of fill in the blank terminology, true and false questions and surveillance situational questions, all of which are discussed in class. Field exercises will be graded by the student’s assigned field instructor.
A student will fail the class immediately if at any time during any exercise that the student is deemed a danger or dangerous to the public while performing in surveillance duties.

GENERAL: CERTIFICATES OF COMPLETION WILL BE PRESENTED TO THE PASSING STUDENTS

CLASSROOM RULES OF CONDUCT

Cell phones will be off or on vibrate. No texting or calling while in the classroom.
Dress is business casual
Attendance for the entire 24 hour class is mandatory
Students are expected to be active learners, which includes verbally participating through discussions and group-discussions

SUGGESTIONS FOR SUCCESS

For the most part, graduating students will be able to understand the operational parts of a moving physical surveillance. The students will be able to detect, operate and behave within the parameters of being under surveillance. The students will travel abroad with a sense of self confidence while still performing their work-related duties or enjoying their vacation time abroad. The objective of Level IV training is to make the student aware of dangers, recognize dangers, detect surveillance, and prepare escape routes to safety.

TENTATIVE SCHEDULE

The eight hours class is a set and structured lesson plan which will have very little deviation to it. The 12-hour field exercises are designed to be flexible and has little time restrain to them. The importance is to guarantee each student is exposed to critical surveillance lessons; therefore, an exercise may run over the stated time frame.
